Chief Justice Rabner Pushes for Reform to NJ Courts

Trenton, NJ, May 24, 2013The Star-Ledger reports that, in a far-reaching effort to make New Jersey’s justice system faster and more affordable, Chief Justice Stuart Rabner will create two committees to find the best ways to overhaul the courts.

Rabner, who is in charge of running all the state courts, said in his yearly speech to the State Bar Association on May 17 that that criminal and civil cases could both be moving more quickly in New Jersey.  He pointed to states that limit the number of filings or expert reports that lawyers can submit — or the overall length of trials.

The Ledger reports further that the chief justice said he’d also like to tackle bail reform in addition to what Gov. Chris Christie has proposed.  A large number of people are awaiting trial in jail because they can’t afford to post bail payments of $2,500 or less, Rabner said, “and that’s not a healthy practice for a system of justice.”

Rabner cited “the growing cost of pre-trial discovery” in civil cases and said courts “need to make sure that litigants are not priced out of the civil justice system.”
